The linguistic groups were unhappy withe the congress since the congress conceded with the demands that states in India should be organized along linguistic lines. After independence, the national leaders opposed and resisted the demand for linguistic states. This made the linguistics group unhappy. The linguistics launched a movement for a separate state for the languages they speak.
Many people in India derive their primary identity by the language they speak which includes Tamil, Gujarati, Bengali, Andhra and many others. Before independence the congress party conceded to the demand of separate states in principle.
But after independence the national leaders opposed and resisted the demand for linguistic states, since these methods would let loose forces of national disintegration and disrupt economic reconstruction.

Sound requires a medium for propagation. It does not travel in vacuum. Sound waves can travel through air, liquid and even through solids. Air acts a medium for sound propagation and we can hear each other well.

4) Where enough resources is available.
To keep the cost of production of their goods low, they also set-up their production centre near market, e.g. due to low cost of product (i.e., low labour cost, low raw material prices) MNCs set-up their factories in developing countries like India, China, Vietnam

- Public facilities are certain universal infrastructural facilities that are the requirement of all citizens. These include electricity, healthcare, sanitation, water supply, public transport, schools and colleges.
- The government is responsible for providing public facilities as these are very important and necessary for people in order to lead their day-to-day lives. Provision of public facilities needs to be affordable for all as they require huge investment while being set up. Since private companies operate for profit, they are more likely to look at the cost aspect of their investment in such facilities and would aim to recover their costs. Such action may make them inaccessible to a large number of people.

The government was reluctant to divide the country on the linguistic lines because the country was already divided on the basis of religion. The partition had killed millions of people. It feared that further division of the country on linguistic lines could disrupt its unity and integrity. It felt that it was required for the country to remain strong and to reject any force which could disturb the peace and unity of the country.
