The doctrine of lapse was an annexation policy applied by the British East India Company in India until 1848. According to the doctrine, any Indian princely state under the suzerainty of the British East India Company (the dominant imperial power in the subcontinent), as a vassal state under the British subsidiary system, would have its princely status abolished (and therefore annexed into British India) if the ruler was either "manifestly incompetent or died without a male heir".[1] The latter supplanted the long-established right of an Indian sovereign without an heir to choose a successor.[citation needed] In addition, the British decided whether potential rulers were competent enough. The doctrine and its application were widely regarded by many Indians as illegitimate. The policy is most commonly associated with Lord Dalhousie, who was the Governor General of the East India Company in India between 1848 and 1856. However, it was articulated by the Court of Directors of the East India Company as early as 1834 and several smaller states were already annexed under this doctrine before Dalhousie took over the post of Governor-General. Dalhousie used the policy most vigorously and extensively, though, so it is generally associated with him. The accession of Lord Dalhousie inaugurated a new chapter in the history of British India. He functioned as the Governor-General of India from 1848-2000

The tyranny of the majority (or tyranny of the masses) is an inherent weakness of majority rule in which the majority of an electorate can and does place its own interests above, and at the expense of those in the minority. This results in oppression of minority groups comparable to that of a tyrant or despot, argued John Stuart Mill in his 1859 book On Liberty.[1] American founding father Alexander Hamilton, writing to Thomas Jefferson from the Constitutional Convention, argued the same fears regarding the use of pure direct democracy by the majority to elect a demagogue who, rather than work for the benefit of all citizens, set out to either harm those in the minority or work only for those of the upper echelon or population centers. As articulated by Hamilton, one reason the Electoral College was created was so "that the office of President will never fall to the lot of any man who is not in an eminent degree endowed with the requisite qualifications".[2] The scenarios in which tyranny perception occurs are very specific, involving a sort of distortion of democracy preconditions: Centralization excess: when the centralized power of a federation make a decision that should be local, breaking with the commitment to the subsidiarity principle.[3] Typical solutions, in this condition, are concurrent majority and supermajority rules. Abandonment of rationality: when, as Tocqueville remembered, a decision "which bases its claim to rule upon numbers, not upon rightness or excellence".[4] The use of public consultation, technical consulting bodies, and other similar mechanisms help to improve rationality of decisions before voting on them. Judicial review (e.g. declaration of nullity of the decision) is the typical way after the vote. In both cases, in a context of a nation, constitutional limits on the powers of a legislative body, and the introduction of a Bill of Rights have been used to counter the problem.[5] A separation of powers (for example a legislative and executive majority actions subject to review by the judiciary) may also be implemented to prevent the problem from happening internally in a government.[5

A group of newly elected Congress parliamentarians on Saturday elected UPA Chairperson Sonia Gandhi as their parliamentary leader. The decision was taken in a meeting, which was held a week after Rahul Gandhi, taking responsibility for the party's loss in the Lok Sabha election 2019, expressed his desire to quit the Congress President post. The Congress won 52 out of 542 parliamentary seats in 2019's General Elections. This is the party's second worst performance after the 2014 poll debacle. The grand old party is three members short to qualify for the post of Opposition's leader in Lok Sabha. While congratulating his mother, Rahul Gandhi, in his address to party's MPs, said the party "will fight the BJP every day". "You have to understand who you are first. You are fighting for every single Indian. Hatred cowardice and anger is fighting against you... You have to be more aggressive," he added. Gandhi, in reference to the missing party members, said, "I would be happy if the old faces were here and they are ideologically with us. We will try and rejuvenate ourselves and we can do it". Jyotiraditya Scindia, Gandhi's close aide, has lost the Lok Sabha election 2019 from Guna. Several of the Congress' senior leaders have also lost against the BJP. Moreover, Sonia Gandhi has made it clear that the party chief's post is her top priority. Addressing the lawmakers, she thanked Rahul Gandhi for "toiling night and day and taking on the Modi government... raising concerns about all sections of society and helped the party win in Madhya Pradesh and Chhattisgarh and Rajasthan". She added, "As we speak, emotional messages are coming for his continuation (as the party chief). The Congress Working Committee met to deliberate the issue and must take steps." The meeting was attended by Congress' all 52 lawmakers, who won in the Lok Sabha election and members from the Rajya Sabha.
