A democratic country needs a Constitution, because the Constitution serves several purposes. First, it lays out certain ideals that form the basis of the kind of country that we as citizens aspire or live in. Or, put another way, a Constitution tells us what the fundamental nature of our society is. A country is usually made up of different communities of people who share certain beliefs but may not necessarily agree on all issues. A Constitution help serve as a set of rules and principles that all persons in a country can agree upon as the basis of the way in which they want the country to be governed. This includes not only, the type of government but also an agreement on certain ideals that they all believe the country should uphold.

Permanent settlement system means that they collect revenue frome everyone and the zamindars are the one who collect it. And once the revenue amount is fixed it cannot be increased in the future. Whereas in Mahalwari system was devised by Holt Mackenzie and this time the village headman (Mahal) collected the revenue. This time the revenue amount was not fixed permanently as the company wanted more revenue resources.

The foremost purpose of the Munro machine was to accumulate direct agriculture land revenue from each cultivator. The British government officials fixed the sales at 1/2 the price of the crop. The two problems arose with the new Munro system of fixing revenue were: (a) The revenue officials fixed too high a revenue demand. The conflict between the Bengal nawabs and the East India Company started when the Nawabs refused to grant the Company concessions and demanded large tributes for the Company,s right to trade. The Nawabs also denied the Company any right to mint coins, and stopped it from extending its fortifications.
The Bengal Nawabs accused the Company of deceit, and claimed that the Company was depriving the Bengal government of huge amounts of revenue and undermining the authority of the Nawabs and disrespecting them.
The Company also had its grievances against the Nawabs. It felt that the demands of the Nawabs were unfair and that their trade could flourish only if the duties were removed. The company wanted to enlarge its fortification and build forts. All this led to conflicts between the Bengal Nawabs and the Company.
