The Gram Sabha is the key factor in making the Gram Panchayat a responsible local body. It prevents the village Panchayat from doing wrong things like misusing money. It plays an important role in keeping an eye on the elected members. The Gram Sabha checks the Panchayat from doing incorrect things like misusing money or favoring certain people. It plays an important role in keeping a watch on the elected representatives and in making them answerable to the people who elected them.

When the Hardas Gram Panchayat held a meeting, this point was brought up again by some of the members (Panchs). This meeting was attended by the Sarpanch, Ward Members (Panchs) and the Secretary Gram Panchayat members first discussed the suggestion to deepen two handpumps and clean one well, so that the village would not go without water. The Sarpanch (Panchayat President) suggested that since the Panchayat had received some money for maintenance of handpumps, this could be used for completing this work. The members agreed and the secretary recorded their decision.

The Gram Sabha members elect the representatives to the Gram Panchayat. Together the Sarpanch and Panchs form a Gram Panchayat. A Gram Panchayat is elected for five years. The Gram Panchayat has a Secretary who is appointed by the government. The Secretary is responsible for calling the meeting of the Gram Sabha and Gram Panchayat and keeping a record of the proceedings. The main task of Gram Panchayat is to implement the development programmes for the villages that come under it. Gram Sabha is the place where all plans for work of Gram Panchayat are placed before the people.

The Gram Sabha is the most important body of the Panchayati Raj System. It is responsible for the planning out the strategies for the development of village, implementation of the ruling provisions. It also looks after the basic amenities of village people. It is also the custodian of the public property of the village.
Education, law and order, primary health services are some of the other responsibilities of the Gram Sabha. It also checks the wrong decisions taken by the Gram Panchayat. It keeps an eye on the elected representative and in making them responsible to the persons who elected them.
