There are two reasons :- 1).They are depend on rain and if no rain then no crops no money 2)they don't have sufficient money because the money they get it is wasted in buys seeds, water

There are two reasons :- 1). They cannot get the sufficient amount to run his family. 2). Because of drought,flood ,lack of water(due to rain) and more reason their crop cannot get well prepared to be sold.
