    Permanent settlement was introduced in 1793 by Charles Cornwallis. According to this settlement,the East India Company fixed the rate of revenue to be paid by the ryots and peasants. The company appointed some zamindars who collected the revenue from their estate(it referred to a group of villages,sometimes an estate included 400 villages). The rate of revenue was fixed forever. This system failed to work because
