All the seeds are floating because they are damaged. Many a times, insects feed on the seeds and make them hollow and unhealthy for growing. As the seeds become hollow, they become less denser and start floating on the water. Hence, we can conclude that all the seeds started floating up on the water because they were damaged and unfit for growing.
