We doesn't feel any pain while cutting nails and hair because the cells that is present in them are dead. these cells are called epithelial.

We do not feel any pain when we cut our nails or hair because both nails and hair do not have nerves to send messages to the brain. They are dead cells.

We don't sense any pain when we cut hair because we cut it above the skin which is a dead skin if we pluck out a hair of ours we will feel pain because we have plucked it from the hair
