The most common unit is MIPS or millions of instructions per second (usually measured as an average when running some standard workload). Some companies try to use the clock frequency of the processor as an indicator of speed but it is a relatively poor indicator of the performance of the processor. It is a somewhat mor reliable indicator of the level of silicon technology used but in the modern era of a focus on low power consumption, clock frequency is an increasingly less reliable indicator of anything except the frequency of the oscillator that governs the CPU.
