Actual resources are those resources who are known their quantity and can be used at present like gold silver ( we known their quantity) but potential resources are those resources that we cannot know their quantity and cannot be used currently like air water ( we don't know their quantity ).

Actual resources are used at present.... Potential resources are resources which are not used currently as their uses are not known.
