A copper bowl loses its lusture because copper is very reactive metal and it reacts with atmospheric oxygen to form copper oxide.
2Cu+O2 --> 2CuO
This cover oxide is impervious and thick which is not lustrous. And copper oxide prevents the metal from rusting and corroding further.
