Because in cloth you see there were very tiny holes and water comes down from passing through the paper let's talk about paper if we starting filtration with paper the paper tears

liquids are motile i.e movable and container made if cloth or paper have gaps that are sufficient for movement of liquid outside the containers.

Paper container can't hold liquids and in cloth the liquid will flow out.
