On April 8, 1990 the king removed the ban on political parties. The 1990s People's Movement drafted the constitution into effect in November 1990. This constitution forced the monarchy of King Birendra Bir Bikram Shah Dev to hand over decisions of government to the Nepali people. Declaring parliamentary democracy a failure, King Mahendra carried out a royal coup 18 months later, in 1960. He dismissed the elected Koirala government, declared that a "partyless" system would govern Nepal, and promulgated another new constitution on December 16, 1960.
