this refers to the existence of more than one level of goverment in a country . like central goverment ,state giverment and panchayati raj is third tier of goverment

Federalism refers to more than one level of government .The three tiers of government are central government, state government and panchayat.It eliminates the disadvantages of both systems. In a federal government is shared by central government and others are specifically reserved to state government.

Federalism is the mixed or compound mode of government, combining a general government (the central or 'federal' government) with regional governments (provincial, state, cantonal, territorial or other sub-unit governments) in a single political system.
