It is a policy introduced by Richard Wellesley which means that no indian ruler is allowed to have its own army . Their kingdom is to be protected by british troops and they have to pay for the maintenace of subsidiary forces. If the indian ruler failed to pay the payment his territory would be taken by the company as a penalty.
