No. Becoz there is no metal or ion in it. And also it is free from acids and bases.

Pure water cannot conduct electricity, because it does not contain ions. Because of diluting pure water with acid or a base or a salt, because they produce ions due to the dilution.
Some salt can be added to it to make it a conductor. This way water will conduct electricity. Presence of ions makes the water conducting.
