Because during the floods and droughts the productivity of vegetables and fruits will be less.so as per demand on that particular vegetable or fruit the prices will gradually increase.  During droughts and severe floods the agriculture gets affected. As result crops are damaged and very less fresh crop is available for use. Therefore farmers have to sell it in an high price so that they don't go in loss.
