Rough surface has more irregularities which cause interlocking of the surfaces of the two objects which are in contact with each other.Friction is caused by the interlocking of irregularities which oppose the motion of the object. Thus the friction is greater if rough surfaces are involved.

Friction is always more on a rough surface compared to a smooth  surface. This is because rough surface offers more resistance to the  movement of an object over it compared to a smooth surface. So, rough surface have greater friction.
