Why is tap water is a good conductor of electricity?

Presence of salts in the water makes it good conductor electricity. If water does not contain any salts (or impurities) then it is considered to be pure water, this does not conduct electricity. So, saline water or sea water is a good conductor while tap water or distilled water is a bad conductor of electricity.
