    Moderates were the early leaders of congress . Moderates practice the politics of progress they would raise various political,administrative , economic issue and place their demand before the government and expected the government to take action accordingly .the moderates wanted to develop awareness about the unjust nature of British rule .they publish news paper , wrote articles and show how British rule was leading to the economic round of the country. They critised British rule in their speech and sent representative to different parts of the country to mobilise public opinion.
