In india we follow adversarial model. Because it gives more power to lawyers to perform. Role of judge is less. Lawyer represents their party and cam fight in court for them. He has to collect evidence etc

These are the copybook actions in which the administrative authority have "no discretion" . There is one and only one way of doing such actions . So, unlike the Simply administrative actin in which there is a discretion with the authority , ministerial action can only be performed in a particular manner as prescribed by a statute or other law.
