He meant that its the fault of everyone who haven't learnt their own language. He blamed himself too that he took holiday when he wants to do fishing or send any student for his own work instead teaching him. He also blamed the people of lorraine for the habit of leaving studies for tomorrow. This all made him to say this.

The main idea that the author wants to convey through the poem is that the author wants to escape from the present world because it was full of war , unpleasement and there was no peace so he want to go back to the past in the early 1890s which is full of peace and harmony (according to the author)...Hope it helps!!!

Usullay there was great hustle-bustle. Students recite their lessons in unison. Benches were dragged from a place to another or beating. All these sounds were audible even at the streets outside the school. But that day everything was quite and still as Sunday morning. All students were well settled on their places and last benches which always used to be empty were filled that day by villagers. M. Hamel was dressed in his best outfits,i.e green coat,black silk cap and frilled shirt.
