This line is extracted from the famous story by Mr. Kushwant Singh- The Portrait of a lady. This is the description of the his grandmother in the story. This lines elaborates the physical attributes of the old lady. The writer in these lines focuses on the face of the lady. This line can be explained as:
The lady's "silver locks" is representative of her old age and experience of a lifetime. So, she gave less attention to form of her hair and did not care about her looks. Moving on, "pale and puckered face" portrays the grandmothers face which was light in complexion and filled with wrinkles. Later, after these lines, the writer calls her grandmother as a "winter landscape in the mountains" which denotes a emotional implication rather than literary.

The lines, ‘And the sea, which appears to have changed less’ depicts that the sea have stayed the same over the years. It has not changed at all.
These lines suggest a sharp contrast to the mortal human life. Human life is transitory and temporary whereas the sea symbolizes permanence, immortality and eternity. The poet makes use of the phrase ‘terribly transient feet’ to highlight the ephemeral nature of human life.

The poet starts out asking 'when' did his childhood go and then in the last stanza he asks, 'where' did his childhood go. It seems like he has finally reconciled to the idea that his childhood is gone without being able to set a specific hour to it. Now h wants to understand where it could have possibly gone after having incurred the loss.
