Bills have to pass through various stages before they are finally passed. These stages are:

  1. First is the stage of introduction. Money bills can be introduced only in Lok Sabha while ordinary bills can be introduced in either of the two houses of the Parliament.
  2. During the second stage, the bill is discussed clause by clause.
  3. During the third stage, the bill is put to vote and if passed by a simple majority of members present (arid voting), it is sent to the other house, where the same procedure is followed.
  4. However, if there is disagreement between the two houses, the final decisions is taken in a joint session of both the houses where the bill is passed by a majority of members of both the houses present and voting.
  5. Finally, when both the houses pass the bill, it is sent to the president for his/her assent. After getting the president's assent the bill becomes a law or an act.

In plural sense statistics means numerical facts.The definitions mentioned below point to the plural sense of statistics.

In the words of Croxton and Cowden, "Statistics can be defined as the collection presentation and interpretation of numerical data." According to Bowley, "Statistics are numerical statement of facts in any department of enquiry placed interrelation to each other". The most accepted definition of statistics is one which is given by Horace Secrist. According to Horace Secrist, "By Statistics we mean aggregate of facts affected to a marked extent by multiplicity of causes numerically expressed, enumerated or estimated according to a reasonable standard of accuracy, collected in a systematic manner for a pre-determined purpose and placed in relation to each other."

Bhimrao Ramji Ambedkar' was born on 14th April 1891 in Mhow town of Madhya Pradesh, India. He was the son of Ramji Maloji Sakpal and Bhimabai. His father served in the Indian Army at the Mhow cantonment. He was an Indian jurist, political leader, philosopher, anthropologist, historian, orator, economist, teacher, editor, prolific writer, revolutionary and a revivalist for Buddhism in India. He became the 1st Law Minister of India. He became the Chairman of the Constitution Drafting Committee. For his contributions, he was awarded Bharat Ratna. Ambedkar died on 6 December 1956 at his home in Delhi.

** Natural resources and the numbers are very limited. In fact, the SDA gradually diminished, it will even out in fulfilling human needs. Therefore, resulting in scarcity. So, scarcity was the limited range of SDA and is there to meet the needs of human beings. 
** The SDA scarcity caused the following things: limitations of the SDA is the Natural gift of God Almighty, not all gifts of nature can take place is consumed or reproduced. Therefore, the man sued can take advantage of the SDA as well as possible. 
** Scarcity is a situation where the available resources are less than the amount needed or resources can not meet the needs that exist. The scarcity also called Scarcity is at the core of economic problems.
** Factors that cause the occurrence of scarcity are:
1. the limited number of natural resources or the factor nature
2. the large number of SDA are damaged or damage the environment
3. the limitations of technology and human capacity within the SDA processing
4. population or increased human needs faster than the improvement availability fulfillment needs to address:

1. the dearth of savings in the use
2. improve knowledge
3. Create replacement fulfillment tools
4. keep the existing SDA.
