Boron form no compounds in +1 state as it's oxn state is +3 however as we move down to Thallium d orbitals are present and poor shielding effect is there due to which inertia pair effect came into effect i.e. there is no bond formation by s orbitals thus Tl is stable in +1 state.

Oxygen is highly electronegative which increases the polarity of H2O molecules hence hydrogen bonding takes place but there is no hydrogen bonding in H2S so it will remain gas.
