रॉलेट ऐक्ट (काला कानून प्रस्ताव) मार्च 1919 में भारत की ब्रिटानी सरकार द्वारा भारत में उभर रहे राष्ट्रीय आंदोलन को कुचलने के उद्देश्य से निर्मित कानून था। यह कानून सर सिडनी रौलेट की अध्यक्षता वाली सेडिशन समिति की शिफारिशों के आधार पर बनाया गया था। इसके अनुसार ब्रितानी सरकार को यह अधिकार प्राप्त हो गया था कि वह किसी भी भारतीय पर अदालत में बिना मुकदमा चलाए उसे जेल में बंद कर सके।

Joseph Ernest Renan was a French expert of Semitic languages and civilizations (philology), philosopher, biblical scholar and critic, and historian of religion. He is best known for his influential and pioneering historical works on the origins of Early Christianity, and his political theories, especially concerning nationalism and national identity. Renan is credited as being among the first scholars to advance the Khazar theory, which held that Ashkenazi Jews were descendants of the Khazars, Turkic peoples who had adopted Jewish religion and migrated to Western Europe following the collapse of their khanate.

It was published by Liang Qichao, a leading Chinese nationalist revolutionary scholar then in Japan, who assisted Chau during his time attempting to drum up support for Vietnamese independence in China. The book was intended for distribution mainly in China and abroad, but also for smuggling into Vietnam to rally people to the cause of Vietnamese independence.[3] The book helped popularize the word "Vietnam."[citation needed] At the time, the country was generally called "Annam."
