The twinkling of ? is due to the atmospheric refraction . When light coming from a ? and inter in the earth atmosphere, then it undergoes refraction because of different optical density of air . Due to this ? appear slightly above from their horizons.

The twinkling of stars is due to the atmospheric refraction of star's light. The light coming from a star enters the earth's atmosphere, it undergoes refraction due to the varying optical density of air at various altitudes. The continuously changing atmosphere refracts more star light towards us, the stars appear to be bright.
