Explanation:
The Spartacist League was a revolutionary socialist group which was formed in Germany during the First World War. Gradually, it became a movement as many workers joined this movement demanding the formation of the Soviet-styled government.
As Germany was undergoing financial crisis because of their participation in the First World War, the League was formed by the people who opposed the War. They wanted to establish a Soviet-styled government in Germany. After their movement was suppressed by the Weimer republic, the Spartacists later founded the Communist Party of Germany.

प्रतिनिधियों के चुनाव के अनेक तरीके हो सकते हैं। लाटरी के टिकट निकाल कर बिना समझे बूझे प्रतिनिधियों का चुनाव कर लेना तो एक ऐसा तरीका है जिसकी लोकतंत्र में कोई गुंजाइश नहीं है। दूसरे तरीके सामान्यत: निर्वाचन की मतदान प्रणाली पर ही आधृत हैं,। यद्यपि ये तरीके भी पूर्णत: निर्दोष ही हों यह आवश्यक नहीं; पदप्राप्ति के इच्छुक प्रत्याशी प्राय: मतदाताओं को घूस देकर अथवा डरा धमकाकर कर जोरजबर्दस्ती से उनका मत प्राप्त कर लेते हैं। विभिन्न प्रकार के अल्पसंख्यक वर्ग उचित प्रतिनिधित्व से वंचित रह जाते हैं। राजनीतिक तथा अन्य प्रकार के दल कभी कभी चुनाव के लिए किसी अयोग्य उम्मीदवार को खड़ा कर देते हैं। ऐसी हालत में उस दल के लोगों को चाहे-अनचाहे उसी को अपना मत देना पड़ता है। इन दोषों को दूर अथवा कम करने और मतदान को स्वतंत्र एवं निष्पक्ष बनाने के लिए समय-समय पर निर्वाचन की विभिन्न प्रणालियों का विकास किया गया है।

The three essential features of democracy can be listed as follows
(i) Democracy is a form of government in which rulers are elected by the people on the principle of one person, one vote.
(ii) Democracy must be based on free and fair elections, where those who are currently in power have a fair chance of losing. Voters should have a choice of candidates.
(iii)In a democracy, the final decision-making power must rest with those elected by the people.
