Indian national congress wished to speak for all the people of india irrespective of class,creed,or gender . It started that india it's resource and system were not of any one class or community of india but all the different communities of india. It demanded a greater voice for india in the government and in administration . It wanted the legislative assembly to be made more representative , placed in high position in the government . This is why they wish to speak for all the people of india.
