A fiber is converted to yarn and yarn is converted to fabric. So in order, they serve as raw-material to other in subsequent stage.

A fiber is basically filament (something that you can practically see at home - take cotton in hand and each hair-type thing that makes cotton bunch is Filament - explained in most laymen terms)

A yarn is thread made out of fiber after due processes of combing and stretching and so on (bit technical but easy to understand)
Once the thread is made (which is yarn), it is used to make fabric - process called as weaving. And obviously fabric is used to make garments.
