The raja's or mahajanapadas build forts around their capital cities because probably the people were afraid of the attacks form the other kings and needed protection. It is also possibe that some 'rajas' wanted to show that they were rich and powerful by building large, tall and impressive walls around the cities. Moreover, by fortyfing, the land and it's people could be controlled more easily.
