The concept of government as provider comes next: government as provider of goods and services that individuals cannot provide individually for themselves. Government in this conception is the solution to collective action problems, the medium through which citizens create public goods that benefit everyone, but that are also subject to free-rider problems without some collective compulsion.
To promote the general Welfare - The government fulfils this function in many different ways, including monitoring the economy, businesses, and banks; maintaining the postal service, education system, roads, and public utilities like water, sewer, and electricity; regulating the safety of food and medicine.

The earth has 360 imaginary lines called longitude or meridians running vertically between the poles. Each of this are called the degree. So the time difference between each longitude in 4 mins. So if the time is 12noon at Greenwich (0degree) then it would be 12:04pm at 1degree meridian
