Panchayats in every state has its own characteristics and even election procedures to these institutions are at variance.
A District Panchayat or Zilla Parishad is co terminus with the district. Each district has one Zilla Parishad.
Similarly Block Panchayats or Panchayat Samitis are co terminus with blocks of the said district.
A Block may have several villages within it, but Gram Panchayats are not necessarily co terminus with each village. Depending on the size of population (as a matter of fact, number of voters) a Gramis defined under the law with a specific geographical area, which may consist of a single village or a cluster of adjoining villages.
Members of Panchayats:
Zilla Panchayat:
Each block Panchayat under a ZP elects one/two/three members directly (depending on number of voters within it). Presidents of all the Block Panchayats are also ex-officio members of the ZP. In some states the Member of Legislative Assembly (MLA) and Member of Parliament (MP) of the district/constituency are also ex-officio members.

In human social affairs, discrimination is treatment or consideration of, or making a distinction in favor of or against, a person based on the group, class, or category to which the person is perceived to belong rather than on individual attributes. This includes treatment of an individual or group, based on their actual or perceived membership in a certain group or social category, "in a way that is worse than the way people are usually treated".

Prejudice means to judge people negatively or see them as inferiors. We fit a large number of people into a single image to create social stereotypes. Stereotypes are misleading.
Girls were not expected to be tough but now they work in army and police. Boys are believed to be tough, while they too can they feel pain as much as a woman and cry.
Children who can’t walk, speak, see or hear are children with special needs. Children with special needs are often presumed to be dumb. However, Stephen Hawkings and Satish Gujral are examples of people with special needs who made a mark in their field.
Stereotypes stop us from looking each individual’s unique qualities and skills. It is neither accurate nor fair to believe in prejudices and stereotypes.

Apartheid was a system of institutionalised racial segregation and discrimination in South Africa between 1948 and 1991. Broadly speaking, apartheid was delineated into petty apartheid, which entailed the segregation of public facilities and social events, and grand apartheid, which dictated housing and employment opportunities by race.
