The gram panchayat is divided into wards and each ward is represented by a Ward Member or Commissioner, also referred to as a Panch or Panchayat Member, who is directly elected by the villagers. The panchayat is chaired by the president of the village, known as a Sarpanch. Gram Sabha has following responsibilities in the management of community resources: Conservation and management of all community resources in the village such as water, common land, community forest, pastureland, minor minerals, etc. as per local traditions and customs.

The Panchayati Raj System is the first tier or level of democratic government. It has three levels. First is the village level or the Gram Panchayat. Second is the Block level, which is called the Janpad Panchayat or the Panchayat Samiti. The three-tiers, from smallest to largest, are the Gram Panchayat (village level), Panchayat Samitis (block level) and Zila Parishad (district level).
