Number of shells needed in outer shell to become stable. An atom is stable when outermost shell gains 8 electrons. Only exception is the first shell. This only needs 2 atoms to become stable. For example, and element with 5 electrons in outermost shell would need to gain 3 electrons to become stable, so its valency is 3.
