The main reason for stability of carboxylate anion formed by acidic property of carboxylic acids is resonance. But, even under such stability there does exist a possibility that the carboxylic carbon have some residual deficit of negative charge (not actually positive charge) , and this may be caused by the +I effect of alkyl groups connected to the carbon. But, since formic acid has no alkyl group connected to the acid group, it is the stronger than acetic acid.
