You are absolutely right But Since sulphur is in + 4 Oxidation State therefore it can also reduced to + 2 Oxidation State and hence can behave as oxidising agent so it may also be happen

In sulphurous acid sulphur is present in +4 oxidation state so it can oxidise itself to stable +6 oxidation state. Hence it is a reducing agent.
