As you've came across in the chapter local government it says that power is divided in such a way that it is suitable for a democratic country. Only some powers like economic and financial powers are centralised. Indian constitution has given power to both the governments, the first option a strong centre makes the state weak is correct as because there are three types of Union, state and concurrent list Union list includes defence, atomic energy, banks, railways, external affairs etc state cannot take part here but union list can take part in state list which includes Police, agriculture, health, food processing etc.
