Steps to create DBMS:

Feasibility Study. Output: Project Justification, Costs/Benefits, Project Proposal.
Requirements Analysis. Output: Organizational and Business Needs Description, Project Road map, Feature list, Plan, Gantt Chart, Skills and Resources needed, Schedule, Risk analysis and mitigation plan, Acceptance Test Plans.
Detailed Analysis. Output: User Communities and profiles, Use Cases/Stories, Core modules, UML diagrams, Business cycle flow charts/state diagrams, System Test Plans.
If using Object Oriented Methods, Class analysis and design. Output: Class definitions, diagrams. Unit Test Plans.
Database analysis and design. Output: Entity-Relationship diagrams. Database Integrity Test Plans.
Application Development and Testing (Unit, Database, System, Acceptance).
