Bcauz. Only the particles at liquid surface has higher kinetic energy and are able to break away from the forces of attraction of other particles and get converted into vapours

Evaporation is known as surface phenomenon . We can say this with an example: take a glass of water and put it under sun at the same time pour water on the floor from the 2 nd beaker , the water in the 1 st beaker gets slowly evaporated as only the molecules in the 1st row 1st get evaporated where as if pored down there's only 1 layer of water so the molecules get evaporated quickly
