because Cl is weak ligand so it could not able to make Ni 3d electron get paired but CO is a strong field ligand which can cause pairing that's why one is para nd other is dia

From valence band theory it is clear that the electron will not form pairing due to presence of weak ligand Cl hence is paramagnetic where another one will don't have any unpair electron as CO is a strong ligand hence paring occur and it is diamagnetic in nature
