Prime minister runs the country .chief minister runs the state .logically then,the chairman of zilla parishad should run the district.why does the D.M or collector  administer the district?

    Zilla parishad only comprises of the panchayats in a district not the whole district. That is why it is not run by the chairperson of zilla parishad.
